Abilan, Buenavista— In line with the new thrusts of the Philippine Population Management Program (PPMP) that geared towards “Matatag, Maginhawa, at Planadong Pamilyang Pilipino”, the Commission on Population and Development will strengthen its partnership with the Local Government Units in the implementation of its three (3) strategic programs:  the Responsible Parenthood-Family Planning (RP-FP), Adolescent Health and Development (AHD) and Population and Development Integration.

Per directive from POPCOM Central Office, the performance of the region will be rated according to the number of mobilized municipal and city Local Government Units.  For this year, 26 priority municipalities shall be mobilized to reach the target adolescents, adults and couples/individuals.   In 2021, 46 priority municipalities shall be mobilized and 68 in 2022.  This includes the mobilization of the six cities in the region.

To enable couples and individuals to achieve their desired number, timing, and spacing of children within the demands of responsible parenthood and informed choice, POPCOM shall provide mobilization allowance to the population officers/workers as a strategy to reach 60,000 couples/individuals in any demand generation activity.

As a strategy to achieve the target of 2,250 for referred and served couples/individuals either on permanent or temporary family planning methods, the barangay population volunteer can also receive the mobilization allowance for those couples/individuals with unmet need for modern family planning who are successfully referred and served.

For the Adolescent Health and Development Program, the region is expected to reach 10,000 adolescents and 50 adults through the various demand generation strategies namely, U4U Teen Trail, AHD Film Dissemination, SHAPE Session, Youth Camp, Parent-Teen Talk, Parenting Education Seminar, Information & Service Delivery Network and Social Protection for young parents through linking to entrepreneurial and livelihood skills.  Each priority municipality is entitled of the reimbursement for mobilization in the conduct of the said AHD activities.

To ensure that population and development are considered in local program development planning and policy formulation, POPCOM through the City/Municipal Population Officers set a schedule with the Local Chief Executive for a one-on-one orientation, and to lobby among the Sangguniang Bayan and Sangguniang Panlungsod members in session to support the new program thrusts.   Said initiative is aimed to build awareness, appreciation, and skills of key decision-makers on considering population factors in development initiatives.

On top of the financial support, POPCOM-Caraga shall continue in providing the logistical and technical support in a form of competency-building initiatives.  For this year, there will be an orientation of the Registry of Barangay Inhabitants and Population Health and Environment capability-building among the priority City/Municipality Local Government Units, as a strategy to consider population concerns in the local development efforts.

RD Alexander A. Makinano emphasized the importance of a Memorandum of Understanding in order to intensify the partnership and ensure the commitment of the respective LGUs in supporting the reduction of unmet need for modern family planning and the increasing incidence of teenage pregnancy.
