Abilan, Buenavista – Beating two other nominees nationwide, Dinagat Island’s Provincial Population Officer Mr. Lucio P. Mercado, Jr. adjudged as the Most Outstanding Provincial Population Officer of the country, in the recently concluded 2019 Kaunlarang Pantao Award (KPA), formerly the Rafael M. Salas Population and Development Award, held at Pasig City.

The Commission on Population and Development (POPCOM) Caraga, on their part, acknowledges the hard work, commitment and dedication of the KPA national awardees in implementing the population management program to their respective communities; and hopes that, along with the other population officers and workers in the region, to continue do their part in empowering every Caraganon family and community to have better quality of life.

A day prior to the national awarding ceremony, Mercado presented and highlighted the best practices of Dinagat Islands provincial population office in the implementation of the PPMP at the local level, to mention: Creation of International Men’s Day; Institutionalizing the Sexual Orientation and Gender Identity Expression (SOGIE) and Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ); and Promotion of Population-Health-Environment (PHE) through “Days for Girls”.

Mercado, in an interview, expressed his earnest gratitude for the full support of the provincial government of Dinagat Islands and POPCOM Caraga, and further committed to continually intensify the implementation of various strategic interventions of the Philippine Population Management Program (PPMP) at the local level.

On the other hand, Barangay Population Volunteer Ms. Nimfa G. Acera of Barangay Taguibo, Butuan City, was also recognized as one of the KPA national awardees in the Most Outstanding Barangay Population Volunteer/Worker category, together with all other BPV/W nominees nationwide.

The KPA national winners and awardees, including Mercado and Acera, received plaques of recognition and cash prizes.
